Watchmen was, as I read, "perfectly calibrated for it's target audience"; extensive and excessive fight scenes with a multitude of sex scenes, Watchmen was fairly consistent with the graphic novel (by Alan Moore and Dave Gibbons, who wanted no part in the making of the film) but not nearly as awe-inspiring.

Not to say that I didn't enjoy the movie.
I liked it, while still knowing that it wasn't the best of movies.
